1. The applicant company must be recommended by the competent department of the feed authority through the Chinese Embassy in the applicant country to the General Administration of Customs of China.

1) The applying entity must submit all relevant data to the competent department in the country where it is located.

2)  Feed authorities will provide assistance for the submission of information to the Chinese embassy in the country where the applicant is located.

3) Local embassy will recommend materials to the General Administration of Customs of China.

2.  After receiving the recommended application, the General Administration of Customs conducts a preliminary assessment in accordance with Chinese regulations. If it is considered acceptable, it will issue a questionnaire to the country recommending for the feed product to be exported to China. The questionnaire is based on the risk level of different products and different countries. The questionnaire varies depending on the regulatory system and management regulations of the exporting country, as well as the details of the exporting enterprises and the products to be exported.

3.After the applicant provides all detailed information through the competent domestic authority, the General Administration of Customs will organize an expert group to conduct a risk assessment on the country, enterprise and products to be exported.

4. For those qualified after the assessment, the General Administration of Customs will send an audit team to review the feed safety supervision system of the exporting country or regions, and conduct spot checks on the enterprises applying for registration.

5. Enterprises that pass the on-site inspection or are not spot-checked will move on to registration (If it is the first time a certain product is applied for by the exporting country, the competent authorities of the two countries will also need to sign a health agreement). The registration period is valid for 5 years. Six months prior to the expiration of said 5-year period, the competent department of the exporting country will request an extension to the General Administration of Customs of China for an additional term of 5 years.

6. After the examination is passed, the list will be announced. If the application is found to be unqualified, a notice will be forwarded to the competent department of the feed authority, and they in turn will inform the enterprise why the registration was unsuccessful.

MoARA Import Registration (Ministry of Agriculture import registration certificate handling)

Enterprises abroad (The registration application will be made by an agency or a third party agency in China)

• Pet compound feed
• Pet additive premixed feed
• Mixed feed additive used directly by pets

3. Determination of the type of registration application

• No product review required

Products made from materials already in the catalogue of feed materials and feed additives.

• Product Review Required:

1) Export to China of feed and feed additives that have not been used in China but have been approved for production and use in the place of production;  

2) Expand the scope of application of feed additives;

3) The content specification of feed additive is lower than the level required for the safe use of feed additives, except for those containing feed additives and carriers or diluents in a certain proportion;

4) Major changes have affected the production process of feed additives;

5) The new feed or feed additive has not been put into production for more than 3 years since the date of obtaining the certificate, and other enterprises have applied for production;

6) Other products show quality and safety risks.
