China Unveils 2019 National Food Safety Standard Plan (Draft)

Takehome: Standards for special food labeling, sports nutrition, popular food additives ARA, DHA, GOS and some test methods are proposed to be revised 5 standards for FSMP (Food for Special Medical Purposes) are put on the drafting agenda and 6 extra FSMP types are added. China Consults on 26 Food Standards: Dairy, FCM and Nutrient Fortifiers Included

Takehome: 26 national food safety standards are now subject to public consultation including nutrient fortification substances, cheese and determination method of harmful substances in food contact product The final draft of Standard of adhesive used in composite food containers/packing materials is open for public consultation after five years in development. China Drafts Pesticide Maximum Residue Limits for Raw Milk

Takehome: China is to improve raw milk quality by setting more stringent pesticide maximum residue limits. On May 27, 2019, China Ministry of Agriculture and Rural Affairs opened public feedback on “Maximum Residue Limits of 66 Pesticides Including Abamectin in Food (plant-origin food)” and “Maximum Residue Limits of 12 Pesticides Including Saflufenacil in Food (animal-origin food)”. SAMR Optimizing National Food Standard Framework

Takehome: Product standards will no longer contain hygiene requirements and many standards will change from mandatory standards (GB) to recommended standards (GB/T).   In a document issued by Standards and Technology Office (affiliated to SAMR) on May 6, 2019, China outlined new plans to optimize its current regulatory system, more specifically the refinement and development of better national product standards[1]. Administrative Rules on the Review of Health Foods Advertisement

Takehome: Advertising of health foods and food for special medical purposes will be restricted to labels and product manuals. SAMR issued a notice detailing the first batch of fraudulent health food advertisements in 2019. According to expert projections over 100 health foods are expected to be registered in 2019. On May 8, 2019, in Jiangsu province, China Nutrition and Health Food Association (CNHFA) held a seminar about special food regulations. Bellamy to Exploit China Infant Formula General Trade Channels through Registered

Takehome: Australian infant formula manufacturer Bellamy will attempt to cash in on infant formula general trade channels in China by authorizing another manufacturer ViPlus to use its brand name. Bellamy’s has been unable to register an infant formula product in China, and the move is an attempt to exploit the solid reputation of the Bellamy brand while circumventing regulatory requirements which have seen it unable to sell new product in China through general trade channels since 1st January 2018. On Apr. 24, 2019, Bellamy announced that a new Bellamy’s branded infant formula product line was to be produced at the ViPlus Dairy (ViPlus) facility.
