Shanghai administration details temporary permit for imported unregistered infant formula and health food

Takehome: Shanghai Administration for Market Regulation specified details on temporary permits available to stakeholders that wish to display unregistered infant formula and health food in this year’s CIIE.   On Sep. 30th, 2019, Shanghai Administration for Market Regulation issued notification No.378-2019 to give details about temporary license for exhibitors looking to display unregistered infant formula and unregistered health food products at the second China International Import Expo (CIIE). Content of the notification goes as follows:   1. GAC issues risk warning on 319 food and cosmetics importers

Takehome: 319 food and cosmetics importers with a poor import compliance record will be subject to increased administrative supervision and compliance requirements Frequent violations within a specific category could influence all exports of that category originating from the offending country. On Sep. 23, General Administration of Customs (GAC) released list of 319 food and cosmetics importers which have poor customs clearance track records marred by product safety and compliance violations from 2015 to 2019. China’s risk warning and response mechanism is based on a system which requires serial violators which have accrued several product compliance or safety violations to be managed in proportion to the severity and total number of violations. Procedure for Declaration of Imported Pet Food

GACC access system 1. The applicant company must be recommended by the competent department of the feed authority through the Chinese Embassy in the applicant country to the General Administration of Customs of China. 1) The applying entity must submit all relevant data to the competent department in the country where it is located. 2)  Feed authorities will provide assistance for the submission of information to the Chinese embassy in the country where the applicant is located. 3) Local embassy will recommend materials to the General Administration of Customs of China. 2.  After receiving the recommended application, the General Administration of Customs conducts a preliminary assessment in accordance with Chinese regulations. If it is considered acceptable, it will issue a questionnaire to the country recommending for the feed product to be exported to China.
