Australia Revokes the CBI Approvals for 2 Chemicals in the AIIC: 1226781-96-9 and 219607-67-7

On September 27, 2022, the Australian Government published a notice to revoke the CBI approvals for the proper names of 2 industrial chemicals in the Australian Inventory of Industrial Chemicals (AIIC). These 2 industrial chemicals are: CAS number Chemical name 1226781-96-9 2-Propenoic acid, 2-methyl-, butyl ester, polymers with N-[3-(dimethylamino)propyl]-2-methyl-2-propenamide, 2-hydroxymethylethyl-terminated hydrogenated polybutadiene methacrylate, lauryl methacrylate, Me methacrylate, myristyl methacrylate and styrene 219607-67-7 2-Propenoic acid, butyl ester, polymer with (chloromethyl)oxirane, ethenylbenzene and 4,4′-(1-methylethylidene)bis[phenol] Chemicals that are listed in the AIIC can be introduced by any registered introducers (importers or manufacturers). According to the IC Act 2019, introducers shall apply for registration before introducing an industrial chemical to Australia during a registration year (goes from September 1 to August 31). Penalties apply if a person introduces an industrial chemical without registration. China\’s Taiwan Region to Prohibit Import of Products Containing Asbestos

On October 4, 2022, the EPA of China\’s Taiwan region issued a notice to prohibit the import of products containing asbestos from May 1, 2023. Violations will be fined between NT$ 60,000 and NT$ 300,000. EPA designated asbestos as a Class 2 toxic chemical substance under the Toxic and Concerned Chemical Substances Control Act (a.k.a. TCCSCA) on May 1, 1989, and phased in restrictions on the use of asbestos in the following years. From January 1, 2018, all uses of asbestos have been prohibited in Taiwan, China, except for R&D, testing and education applications. The import prohibition will cover all types of asbestos-containing products. There are six recognized types of asbestos, including: Crocidolite; Amosite; Anthophyllite; Actinolite; Tremolite; and Chrysotile. What is Asbestos? TCCSCA: China\’s Taiwan Region Proposes 15 Substances as Chemicals of Concern

The listing of 15 substances as chemicals of concern will trigger further regulatory actions under TCCSCA. EPA of China\’s Taiwan Region is consulting on designating 15 chemical substances as “chemical substances of concern”, including 2 new psychoactive substances, 5 chemicals of food safety concerns and 8 precursors for blasting explosives. The 14-day consultation period ended on September 22, 2022. The chemical substances of concern are subject to regulation under the Toxic and Concerned Chemical Substances Control Act (TCCSCA). China\’s Taiwan Region to Allow Online Application for TCSI Inclusion

The new chemical registration system in China\’s Taiwan Region has been implemented since the end of 2014. There is increased demand from the industry for listing qualified new chemical substances in Taiwan’s existing chemical substance inventory (TCSI). As planned, a new function has been incorporated into the Chemical Substances Register 2.0 to enable online application for TCSI inclusion since October 3, 2022. CSCL: Japan Released the 2023 Schedule for Notifications of New Chemicals

Japan simplifies the notification process for substances with previous assessment results. On September 9, 2022, Japan\’s Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of Environment (MoE) jointly published the 2023 Notification Schedule for Manufacture and Import of New Chemical Substances. As stipulated by the Chemical Substances Control Law (CSCL), businesses that intend to manufacture or import new chemical substances with a total amount of more than 1 ton/year are obliged to apply for notifications prior to manufacture or import activities. Hazardous Chemical: FAQ on Hazchem QR Code Application in China

8 FAQs were selected to address some problems in the Hazchem QR code application in China, especially for the QR Code Management Enforcement Rules to be issued by the MEM. K-REACH: South Korea Finalizes Regulation on Designation of Substances subject to Authorization

No substances subject to authorization have been officially designated in South Korea. On August 25, 2022, South Korea\’s Ministry of Environment (MoE) officially published the Regulation on Designation, etc. of Substances subject to Authorization (hereinafter referred to as the Regulation) to specify how to select candidate substances and designate the authorized substances under K-REACH.
