The electrical and electronic producers defined in the joint measures refer to both independent brand and Optical Equipment Manufacturing (OEM) enterprises. The state Ministry of Finance (MOF) is responsible to collect WEEE disposal funds from producers; and the part for electronic imports shall be collected to the General Administration of Customs (GAC). The WEEE disposal funds levied will be counted into the gross production costs of enterprises and the fund payer shall enjoy tax reimbursement when paying the business tax.

The WEEE disposal fund will be reduced for producers that have adopted process technologies or designing proposals friendly to the environment or helpful to integrated utilization of resources. But it is not compulsory for electrical and electronic products intended for exporting reasons.

In addition, corporate fund payers that have been certified for the disposal treatment of WEEE products can apply for a national allowance when engaging in the disposal treatment of products listed in the Catalog of WEEE Disposal. Subsidies will be issued by the following principle: ¥85/TV set, ¥80/refrigerator, ¥35/washing machine, ¥35/air-conditioner, ¥85/computer. China has released the first list of 43 qualified companies for the WEEE subsidies in July this year. The full list can be found Here.
