IUCLID Updated with New REACH Information Requirements

On May 22, 2023, the European Chemicals Agency (ECHA) announced an update to the International Uniform Chemical Information Database (IUCLID). The update reflects the amended information requirements for registering chemicals under the REACH Regulation. The updated formats and completeness check rules support companies in reporting their compliance with the REACH requirements.

Key features of the IUCLID update:

  • Revised REACH Annexes: The data formats and completeness check rules have been updated to reflect the amended REACH information requirements. Following this release, the new completeness checks of REACH registrations will apply as of 1 June 2023;
  • Expanded format support: The IUCLID release introduces the first version of the format to accommodate the requirements of the Drinking Water Directive, enabling better evaluation of chemical substances present in drinking water. This format will be reviewed and finalized in the next IUCLID release;
  • OECD harmonized templates: The latest release incorporates updates and improvements to the OECD harmonized templates. These templates now reflect the most recent changes to OECD test guidelines, allowing for more accurate and standardized reporting of chemicals testing; and
  • BPR Summary of product characteristics (SPC): The IUCLID update includes an updated format for the Biocidal Products Regulation (BPR), supporting the seamless transition from the SPC Editor to IUCLID. This transition is scheduled to be completed by the end of this year, ensuring a streamlined process for biocidal products.

To assist companies in adapting to the changes, ECHA has updated the REACH and CLP manuals to reflect this update. A new version of the Chemical Safety Assessment and Reporting tool (Chesar), compatible with this IUCLID release, will be available soon.

Background


This IUCLID update represents a significant milestone as the first major format change since October 2021. Originally scheduled for April 2023, the release was postponed to May to ensure all agreed features are included and allow more time for thorough testing.
