EU REACH: EU Member States plan to evaluate 27 substances in 2022-2024

The European Chemicals Agency(ECHA)  lists 27 substances for evaluation by EU Member States under the Community rolling action plan (CoRAP) for 2022-2024. Four of the substances are planned to be evaluated in 2022, while 23 substances are listed for evaluation in 2023 and 2024.

Based on the opinion of its Member State Committee, ECHA adopted and published the CoRAP for 2022-2024 on 22 March 2022.

Registrants should check if their dossiers need to be updated with new relevant information, for example, on hazard, tonnages, use and exposure.

Community rolling action plan update covering the years 2022, 2023 and 2024

The Community rolling action plan (CoRAP) update for the years 2022–2024 lists 27 substances suspected of posing a risk to human health or the environment, for evaluation by 10 Member State competent authorities, under the substance evaluation process of the REACH Regulation (EC) No 1907/2006 (Articles 44 to 48). The plan contains two newly allocated substances and 25 substances already included in the previous CoRAP 2021-2023 update, published on 17 March 2021. For 20 out of these 25 substances the evaluation year has been postponed, mainly to await submission of new information.

Out of the 27 substances to be evaluated, 4 are to be evaluated in 2022, 14 in 2023 and 9 in 2024. However, changes may be introduced for substances listed for years 2023 and 2024 in the next CoRAP update in 2023.

The remaining 25 substances of the 50 substances listed in the previous CoRAP 2021-2023 update are withdrawn from CoRAP, as for 6 of these, the data is already considered sufficient to clarify the initial concerns, while for 19, relevant information is or will be requested under dossier evaluation processes. These substances may be put on CoRAP again, if after the conclusion of these processes, concerns would remain beyond what can be clarified through dossier evaluation.

The CoRAP update has been prepared in close cooperation with the Member States, taking into account the criteria for selection of substances . A draft CoRAP was submitted on 1 December 2021 to the Member States and to the Member State Committee (MSC) for its opinion and published on the ECHA website on 15 December 2021. ECHA adopted the CoRAP update on the basis of the opinion of the MSC, which was adopted on 21 February 2022, and published it on 22 March 2022 on its website.
