Dangerous Goods Required to Be Declared within 24 Hours Before Arrival at Shanghai Port
Applicable Scope of Hazardous Chemicals
The Notification applies to hazardous chemicals which are listed in the China Inventory of Hazardous Chemicals (2015) (hereinafter referred to as the Inventory) but are not restricted by the International Maritime Dangerous Goods (IMDG) Code.
However, the application scope has caused a lot of confusion and controversies. As what ChemLinked learnt from the official, hazardous substances within the application scope include:
- 2827 substances listed in the Inventory as Entry No. 1-No.2827;
- Other chemicals falling under Entry No. 2828 of the Inventory, including synthetic resins containing flammable solvents, paints, auxiliary materials, coatings, etc. [closed cup flash point ≤ 60℃];
- Substances that are not listed in the Inventory but meet the determination principles specified in the Inventory;
- Mixtures, of which the major compositions are listed in the Inventory, and the sum of their mass fractions or volume fractions is no less than 70% (unless it is determined not eligible for the hazardous chemical determination principles after hazard identification).
Materials Required to Submit for Declaration
- Declaration Form of Operation of Dangerous Goods at Port (see the figure below, required fields are marked in red); and
- Report on hazard classification and identification issued by a qualified third party.
Relevant operations at port can be started after the official approval is granted.
For dangerous goods (DG) containers that have already been unloaded before July 1, 2022, shipping companies and agencies shall provide the information on the DG cargoes in written form together with the report on hazard classification and identification mentioned above.
The ports will take the corresponding safety precautions according to the provided materials.
