There are 12 RASFF notifications on food contact materials in April 2018，in which there are 9 food contact material products from China (including Hongkong), accounted for 75%. The main hazards for the notifications are migration of heavy metal and melamine from products. Are you interested in obtaining Union authorisation for your biocidal product?

Union authorisation allows companies to place a biocidal product on the EU market without the need for specific national authorisation. It is designed for products that share similar conditions of use across the EU. To keep the existing biocidal product on the market, companies have to apply for its authorisation by the date specified in the European Commission’s regulation for the approval of the active substance. The upcoming deadlines for Union authorisation applications has been listed in table 1. For companies interested in applying for a Union authorisation to keep the product on the market, they should check the substance-specific deadlines on table 1 and apply on time. ECHA also recommends companies to make a pre-submission to ECHA at least six months before the companies submit the Union authorisation application. Phthalates are tackled in food packaging in US

In a press release published on March 29, 2018, Democratic senator from California Dianne Feinstein announced plans to introduce legislation banning phthalates in food packaging, envisaging a phase-out over the next 5 years. Her statement came in response to a recent scientific study linking eating out at restaurants with increased urinary phthalate levels. In August 2017, New York’s Democratic senator Chuck Schumer also expressed concern over the use of phthalates in food packaging. He called on the U.S. Food and Drug Administration (FDA) to investigate the safety of phthalates and ban the chemicals in food packaging if found harmful. Moreover, in April 2016, 10 NGOs petitioned FDA to review the regulatory clearances for 30 ortho-phthalates used in food packaging. The petition also requested the removal of five ortho-phthalates as prior-sanctioned substances in Part 181.27 of 21C.F.R and banning of eight ortho-phthalates through a new regulation in Part 189 of 21C.F.R….

Latest progress on the active substances for plant protection products approaching their expiration in EU in 2018

Commission Implementing Regulation (EU) 2018/524 was recently published in the official Journal of the European Union to extend the approval periods of a group of pesticide active substances which were initially to expire on 30 April, 2018. According to this latest regulation, the new approval expiration date for these active substances will be 30 April, 2019. The approved active substance checklist (EU) No 540/2011 has been amended accordingly. This decision came into force on 1 April 2018. Are You Ready? ——the Authorization Deadline for Calcium Hypochlorite is Approaching

The deadline for applying for product authorization issued by European Chemical agency (ECHA) has been set for 1 January 2019 (see details in table 1). Therefore, companies should submit the application dossier to ECHA before 1 January 2019. Otherwise, the company will have 180 days following the deadline within which it must ensure the product is no longer available on the market. The use of existing stocks of biocidal products may continue for up to 365 days after the set 1 January 2019 deadline. South Korea passes new biocides law (K-BPR)

Six years ago, more than one hundred person, mainly pregnant women and children died of unexplained lung disease caused by inhalation of fungicides in the humidifier. As of 2016, the government official statistics showed the total number of deaths caused by humidifier fungicides were 228, the total number of victims has reached 1528. According to the official survey, polyhexamethylene guanidine (PHMG), a chemical contained in humidifier disinfectants, was responsible for severe lung illnesses. After the incident, household fungicide products have received widespread attention. After a long gestation period, on August 8, 2017, South Korea passed a new biocides law, the Act on Chemical Consumer Products and Biocides (also called K-BPR), which is modelled on the EU Biocidal Products Regulation (BPR). Deadline approaching – January 1, 2018 for the Inventory Notification under Turkish Biocidal Products Regulation

For the biocidal products whose Product Types are 7, 8, 9, 10, 11, 12, 21, 22 and 23 under Turkish Biocidal Products Regulation (Turkish BPR), the Inventory Notification should be submitted to the Ministry of Health (MoH) of Turkey by January 1, 2018. The biocidal products, which are submitted the approved Inventory Notification and listed in the “Inventory Notification Approved Products List”, could be made available on the Turkish market until January 1, 2020 with the condition of progressing the provisional application between January 1, 2018 and January 1, 2019. On December 31, 2009, Turkish BPR was published. The Regulation Number is 27449. On March 12, 2014, Turkish BPR was consolidated with the Number 28939.
