REACH24H Consulting Group Sets Cooperation with US Commercial Counselors’ Office

On the September 10th, chemical regulation expert from Reach24H Consulting Group, Tommy Kong, together with the chemical regulatory consultant Jason Chen, joined in a meeting organized by the US Commercial Counselors’ Office in Shanghai. As the extension of the agreement on cooperation with Reach24H Consulting Group China back on 13thlast month, the US Commercial Counselor’s Office then had further discussion again with Reach24H regarding jointly holding of a Webinar. This day also marked the visit of Delaware Trade Mission from Delaware, USA while the Reach24H, as the special guest whose task was mainly focused on giving training speech in this meeting for all the visiting US companies. The guests also participated in this meeting came from different industries along with governmental sectors, including the chemical industry, the optics industry as well as the international trade development agency from Delaware provincial government.

During the visit, the representative of US Commercial Counselors’ Office Sarah Fox gave a speech, putting emphasis on the development in the Sino-US trade and the analysis on the US investment in China. Dr. Zhang from Intertek Group, the global giant in various consultation services, introduced the Measures of Management of New Chemical Substance Notification (China Reach) during which a series of fundamental points were put forward, such as the main body of registrants under China Reach, the registration procedure, the different types of registration, the data requirements, etc. When it came to this focal point of ‘China Reach’, companies attended in the meeting become excited and raised questions one after another. Some of the most concerned issues such as the chemical must be in the IECSC (inventory of existing chemical substance in China) so that it could enter into Chinese market; the GLP data whether can be in line with the China Reach; certificate transfer issues as well as certificate information revision. Some specific FAQs come as follow:

Is it correct that polymers need to be notified as well?

Yes, polymers shall be notified if it is a new chemical substance. And please also note if new chemical substance in Polymer is less than 2% weight percent a simplified notification can be submitted to notify.

Must polymers also be listed in the China REACH inventory?

Whether polymers are listed in the IECSC (Inventory of Existing Chemical Substances in China) depends on the notification types. Only a substance that is approved via Regular Notification shall be considered for listing in the IECSC. Please note the polymers containing less than 2% new chemical substance (w/w), if the polymer is planned to be included in the IECSC, then typical notification is required.

Why there are some products in the IECSC without a CAS number? Have they another classification number?

Some substances have not applied for the CAS number yet for confidential reasons, so no corresponding CAS number will be available. For substances without or with unknown CAS numbers, a unique serial number was given by authorities in the IECSC to identify them.
