HANGZHOU, CHINA -January 13, 2020-  REACH24H recently signed a cooperation agreement with China Oilfield Services Limited (中海油服, also known as COSL), a majority owned oilfield subsidiary of the Chinese state owned company China National Offshore Oil Corporation Group (CNOOC).

The purpose of this strategic partnership between the China Oilfield Services Limited and REACH24H will be to support the Chinese giant with OCNS and REACH registration, thus integrating the advantages of CNOOC Group in industry, capital, management development with REACH24H’s professional experience in compliance technology to jointly promote COSL’s business across the globe.

CNOOC Group, the majority holder of COSL, is one of the largest national oil companies in China, third in place after CNPC and China Petrochemical Corporation. COSL has established four main lines of business: geophysical prospecting, drilling services, oilfield technology services and shipping. Business and services run through all stages of offshore oil and gas exploration, development and production. In the context of globalization and business diversification, CNOOC has actively promoted the active transformation and upgrading of its business and made useful explorations into new areas. Thus, this new comprehensive and in-depth strategic cooperation project with REACH24H is expected to promote breakthroughs in the global to tap into the offshore oil and gas field.

About OCNS and REACH Regulations

The Offshore Chemical Notification Scheme (OCNS) applies to chemicals that are intended for use and discharge in the exploration, exploitation and associated offshore processing of petroleum in the Netherlands and British continental shelf, such as drilling fluids, pipeline additives, jacking greases and hydraulic fluids used to control wellheads and blowout preventers. In addition to the use of hydrocarbon chemicals in the actual production process, chemicals that are also produced offshore, such as sodium hypochlorite, need to be registered. OCNS applications are managed by the UK Department for Business, Energy & Industrial Strategy (referred to as BEIS), and The Centre for Environment, Fisheries and Aquaculture (referred to as Cefas) is the technical support unit of BEIS.

EU REACH stands for the Registration, Evaluation, Authorisation and Restriction of Chemicals, a European Union regulation dating from 18 December 2006. Under REACH, companies need to submit registrations to the European Chemicals Agency (ECHA) for chemical substances (substances, substances in mixtures or substances intentionally released in substances) in circulation in the EU ≥1 ton / year, Otherwise, the company will not be allowed to continue manufacturing, importing or selling the chemical within the EU.
