In China, compared with adult cosmetics, children cosmetics occupy a small share of the market. But spurred by the consumption upgrade and the introduction of the two-child and three-child policy, China’s children cosmetics market has grown rapidly in recent years and is expected to continue in the future. Mintel estimates that China’s infant care products (aged from zero to three years) market will grow from 7 billion yuan in 2016 to 17.6 billion yuan in 2021.
However, the fast-growing market also brings more irregularities, such as the illegal addition of prohibited ingredients, unlicensed production, etc. Aimed at this condition, China NMPA ramped up the supervision on children cosmetics, and promulgated the Supervision and Administration Provisions on Children Cosmetics on Oct. 8, 2021, which is China’s first regulation specifically for children cosmetics and will come into force on Jan. 1, 2022. The Provisions imposes the most stringent regulatory requirements on children cosmetics, such as labeling of the specific mark, mandatory animal testing, prohibition of functional ingredients, and food-related claims. The registration and notification documents of children cosmetics will also be subject to strict review, and any non-compliance will be severely punished.
