SFDA consults on a newly-added licensing procedure for special use cosmetics

  • product Chinese name or Pinyin need to be modified;
  • description and expression of the product formula need further improving or relevant literatures need to be supplemented;
  • description of some parts of production process need to be further improved;
  • product quality and safety information needs to be added;
  • leaflet and labels need to be further improved;
  • format of reports of toxicological test, human safety evaluation test and so on needed to be further regulated;
  • expression of safety evaluation data of possible substances with safety risk in cosmetics need to be further regulated.

*”Special Use Cosmetics” refer to those cosmetics used for hair growth, hair dye, hair perm, hair removal, fitness, breast-shaping, deodorant, freckle removal and sunblock.

* Another three possible results after technical review: recommend approval, review after information supplementation, and recommend not to approve.

In terms of cosmetics administrative licensing, applicants involved in domestic and imported special cosmetics can refer to regulations, such as Requirements for Application and Acceptance of Administrative Licensing for Cosmetics and Requirements for the Application Dossiers, which are tailor-made to guide license application, and in the meantime should be careful and pay close attention to format, writing, expression, description as well as completeness of dossiers to avoid unnecessary follow-up supplementation.

The deadline for this public consultation is August 31, 2012. And the notice will be effective as of 1 October, 2012.
