China Unveils Complete Digitization of Cosmetics and New Ingredient Registration/Notification Processes

On July 8, 2024, China’s National Medical Products Administration (NMPA) announced the full implementation of electronic submission for cosmetic product and new cosmetic ingredient (NCI) registration and notification materials. 1 According to the announcement:

1. Starting from September 1, 2024, Chinese domestic registrants, notifiers, responsible persons, and cosmetics manufacturers will be required to electronically submit all user information materials, as well as registration and notification materials for cosmetic products and NCIs, through the Cosmetics Registration and Notification Information Service Platform. The submission of paper documents will no longer be necessary. Domestic entities should archive the relevant paper documents.

2. For any original, third-party certification, or other paper documents that are required according to Provisions for Management of Cosmetic Registration and Notification DossiersProvisions for Management of New Cosmetic Ingredient Registration and Notification Dossiers, and Technical Guidance for Submission of Cosmetics Registration and Notification Dossiers (Trial), Chinese domestic registrants, notifiers, responsible persons must sign and seal to confirm their authenticity and submit the electronic versions through the information platform.

3. NMPA and provincial medical products administration departments will optimize their registration acceptance, technical review, and notification management procedures to align with these new electronic submission requirements.

Industry Comments


The electronic submission requirements will bring several improvements. Companies no longer need to mail paper documents, as the entire process can be handled electronically. This will not only reduce the running around for companies but also lower the cost of manpower. Moreover, the electronic submission will enable faster notification, as the review process can be streamlined without the back-and-forth of paper document submissions. 2

The electronic submission requirements will come into effect on September 1, 2024, providing a transition period that will not disrupt companies currently in the registration or notification process.
