Is Regulatory Transparency hindering the Biopesticide Development in China?

Increasing concerns of pesticide residual problems and food safety scandals have brought bio-pesticide a fast growing sector in China crop protection industry. Admittedly, the optimism seems to be pervading the industry, which can be observed through many emerging statements of supportive financial and legislative beneficial for the bio-pesticide products. For example, “data exemption” and “faster approval process” have been frequently mentioned by the Industry experts and ICAMA officials. Yet statistically, of all the 14 applications denied for full registration of new pesticide in the second half year of 2012, 8 were submitted as bio-pesticide products. Furthermore, bio-pesticides posed more data defects than conventional ones. The insufficient communication between regulators and industry was once again being blamed as posing challenges to the rapid growth of the bio-pesticide sector……
