ECHA Consults on 3 Chemicals for Harmonised Classification and Labelling Under EU CLP

ECHA is looking for comments on the proposals for ‘trimethyl phosphate (EC 208-144-8, CAS 512-56-1)’, ‘2,3-epoxypropyl isopropyl ether (EC 223-672-9, CAS 4016-14-2)’ and ‘barium chromate (EC 233-660-5, CAS 10294-40-3)’. Comments are welcome before September 2, 2022. (Read more)

ECHA: Update Your EU REACH Dossiers of Substances with CLH

On July 13, 2022, European Chemical Agency (ECHA) announced that a second screening project to check companies are keeping their EU REACH registrations updated will be launched soon. The project will focus on substances with a harmonized classification (listed in Annex VI to the EU CLP regulation) and labeling (CLH) and will look at registrations where this information is not used correctly. Cases, where incompliance is suspected, will be passed to national enforcement authorities. (Read more)

EU REACH: Tonnage Band Changes Will Be Considered by ECHA in Dossier Evaluation Process

On July 27, 2022, European Chemical Agency (ECHA) published a notice that under EU REACH, the Agency may now take changes to registrants’ tonnage band information into account until the date an adopted dossier evaluation decision has been communicated to such registrants. This change follows a decision by the Board of Appeal. Tonnage band information is needed to determine the information requirements that companies must fulfil. (Read more)

ECHA: Risk Assessment Committee’s Opinion on Glyphosate Published

The opinion of the Committee for Risk Assessment on glyphosate (EC 213-997-4, CAS 1071-83-6) has been published on ECHA’s website on July 5, 2022. Interested parties can follow the progress of a proposal through the CLH process, from the notification of the intention to the adoption of the opinion of the Committee for Risk Assessment (RAC). The advance notice enables interested parties to plan and prepare for commenting later on. (Read more)

UK Seeks Information from Industry on the Use of Four Existing Persistent Organic Pollutants

On July 18, 2022, the UK’s Department for Environment Food & Rural Affairs (DEFRA) issued a public consultation to conduct the review of statutory exemptions for four permitted uses of four persistent organic pollutants (POPs). Comments are welcome before August 12, 2022. (Read more)

EPA Releases Draft Revised Risk Determination for n-Methylpyrrolidone for Public Comment

On July 1, 2022, the U.S. Environmental Protection Agency (EPA) released for public comment a draft revision to the unreasonable risk determination for n-Methylpyrrolidone (NMP) pursuant to the Toxic Substances Control Act (TSCA) section 6(b). The draft revised risk determination proposes to find that NMP, as a whole chemical substance, presents an unreasonable risk of injury to human health under the conditions of use evaluated. EPA Issues Final Rule to Require Reporting on Five PFAS

On July 18, 2022, as a follow-up to a January 2022 announcement, the U.S. Environmental Protection Agency (EPA) is issuing a final rule to update the Toxics Release Inventory (TRI) chemical list to identify five additional PFAS subject to reporting requirements.  The Fiscal Year 2020 National Defense Authorization Act (NDAA) provides the framework for the addition of PFAS to the TRI each year. As previously announced, for TRI Reporting Year 2022 (reporting forms due by July 1, 2023), reporting is required for four additional PFAS. This final rule officially incorporates these requirements into the Code of Federal Regulations (CFR) for TRI. Additionally, this TRI update provides a conforming edit to the CFR to include a PFAS that met TRI listing requirements under the NDAA as of Reporting Year 2021. (Read more)

EPA: Administrative Consequences (First Penalties) Under the HFC Allocation Rule

On July 21, 2022, the US EPA published the first ‘administrative consequences’ under its hydrofluorocarbon phasedown rule, retiring HFC allowances for three companies it found to be out of compliance. Administrative consequences are designed to deter illegal production and import and ensure compliance, while supporting EPA’s ability to meet obligations under the AIM Act. (Read more)

EPA Releases Preliminary Data for 2021 Toxics Release Inventory Reporting

On July 28, 2022, the U.S. Environmental Protection Agency (EPA) published preliminary Toxics Release Inventory (TRI) data about chemical releases, chemical waste management, and pollution prevention activities that took place during 2021 at more than 20,000 federal and industrial facilities across the country. Canada Issues Consultation on Proposed New Risk Management Action for 2-butanone, oxime

On July 15, 2022, the Consultation Document on Proposed New Risk Management Actions for 2-Butanone, oxime was published for a public comment period, ending on October 13, 2022. The purpose of this document is to consult interested stakeholders on proposed new risk management actions for 2-butanone, oxime (butanone oxime CAS RN 96-29-7) used in certain products available to consumers, particularly, paints and coatings; stains and finishes; and adhesives and sealants. Canada Publishes Performance Measurement Evaluation for Dioxins and Furans

This report measures and evaluates the performance of risk management strategies and tools taken to help protect Canadians from exposures to polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans (also known as and hereafter referred to as dioxins and furans) that were found to pose a risk to human health and the environment.
