Guide to Pesticide Packaging Compliance in China: Standards and Testing

In order to ensure the safety of pesticide products during storage and transportation, and protect the health of farmers and consumers, China’s regulatory authority has formulated a series of regulations and standards to manage the production, sale, and use of pesticide packaging. Proper testing of packaging materials is also required during the registration process.

The following are some key points regarding pesticide product packaging materials in China:

Standard Specifications for Pesticide Product Packaging Materials


Pesticide product packaging should comply with the general requirements outlined in GB 3796-2018 General Rule for Packing of Pesticides. Additionally, emulsion products should also adhere to the requirements specified in GB 4838-2018 Packaging for Emulsifiable Concentrates of Pesticides. Both standards were implemented on January 1, 2020.

According to these standards, the packaging of pesticide products should meet the following requirements: it should be sturdily and tightly sealed, with firm padding, clear markings, and appropriate weight, and be convenient to use.

The inner packaging should be strong and durable, it should not interact physically or chemically with the pesticide, which could damage the product. It should be non-swelling, non-leaking, and should not affect the quality of the product.

The outer packaging material should also be strong and durable, ensuring that the contents inside are protected from damage.

Tests for Pesticide Product Packaging Materials


The following two guidelines specify the corresponding tests for packaging materials:

  • NY/T 1860.16-2016 Guidelines on the Determination of Physico-chemical Properties of Pesticides
  • NY/T 1427-2016 Guidelines for Storage Stability Testing of Pesticides at Ambient Temperature

In the physical and chemical property testing of pesticides, packaging container containing the test substance is stored under certain temperature conditions, and the accelerated stability experiment is used to quickly infer the corrosion of the product to the packaging material. The storage conditions typically include:

  • Storage at (54±2) °C for 2 weeks,
  • Storage at (50±2) °C for 4 weeks,
  • Storage at (45±2) °C for 6 weeks,
  • Storage at (40±2) °C for 8 weeks,
  • Storage at (35±2) °C for 12 weeks, and
  • Storage at (30±2) °C for 18 weeks.

In the ambient temperature storage stability test, the corrosion of packaging materials by the test substance during the warranty period is usually detected.

During the registration process, it is important to provide accurate and consistent information regarding packaging materials in all registration documents. If multiple packaging materials are used, separate storage stability tests must be conducted for each material at ambient temperature. Any changes in packaging materials after obtaining registration require a new ambient temperature storage stability test.
