China’s MOARA Launches New Pesticide Coordination Mechanism to Enhance Efficiency and Safety

On January 19, 2023, the General Office of China’s Ministry of Agriculture and Rural Affairs (MOARA) issued a notice on the establishment of a coordination mechanism for pesticide registration information, aimed at streamlining administration and delegating power, improving government, and upgrading services.

The notice requires all registration applicants to designate a coordinator who is familiar with pesticide registration to handle their applications on their behalf. The coordinator can be an employee of the applicant or an employee of the entrusted agency.

The new coordination mechanism is intended to optimize the management service of pesticide registration, clarify the main responsibilities of the applicant, standardize the intermediary agent, and improve the accuracy, scientificity, and fairness of pesticide registration management service. By linking up the submission of application materials with the feedback of examination and approval information, the Ministry of Agriculture hopes to make the pesticide registration process more efficient and effective.

Obligations for Coordinators and Applicants


Applicants are obliged to enhance the professional training and supervision of their coordinators and ensure they comply with relevant laws and regulations on pesticide management.

The pesticide registration information coordinators are obliged to apply for the pesticide registration on behalf of the corresponding applicant, including submitting application materials, receiving registration acceptance and completion notices, receiving relevant certificates, and dealing with inquiries from management departments and relevant business contacts.

If the coordinator violates relevant provisions of pesticide registration, the applicant shall bear the corresponding responsibility according to the law.

If the coordinator needs to be changed, the applicant shall submit the change statement and the information form of the new coordinator to the provincial agricultural and rural departments and the Pesticide Inspection Institute of MOARA within 10 working days. The information of the pesticide registration coordinator of enterprises exporting pesticides to China shall be submitted to the Pesticide Inspection Institute of MOARA.

This move by MOARA is expected to enhance the quality of pesticide registration, ensure compliance with relevant laws and regulations, and ultimately promote the safe and sustainable use of pesticides in China.
