REACH24H Participates in Setting Efficacy Test Standards for China’s Cosmetics Industry

HANGZHOU, July 14, 2022 – The Seven Efficacy Test Methods for Anti Wrinkle, Firming, Moisturizing, Oil Control, Repairing, Nourishing and Soothing of Cosmetics (T/CAB 0152-2022) (hereinafter referred to as “the Methods”) was officially published by China Industry-University-Research Institute Collaboration Association and came into effect on June 24, 2022. REACH24H Consulting Group has participated in the drafting process as one of the thirteen qualified and competent institutions and companies, collaboratively making the Methods scientific and applicable.

REACH24H Contributes Expertise and Experience to the Industry


As one of the competent supporters, REACH24H has devoted efforts to studying and sorting out key points of the European Group on Efficacy Measurement and Evaluation of Cosmetics and Other Topical Products (EEMCO guidance) and researched the differences between Japanese and Korean test methods for cosmetics’ efficacy. All these efforts lay the foundation for drafting the present Methods. As a close watcher of global cosmetic regulations, REACH24H also provided suggestions on optimizing compliance requirements of the Methods, making sure the future compliance procedure is simple, efficient, and feasible for cosmetic companies.

Fulfilling the Uniformity of Standards


The Standards for Cosmetic Efficacy Claim Evaluation was published by China National Medical Products Administration (NMPA), and it came into force on May 1, 2021. But other than freckle-removing, whitening, sunscreen, and anti-hair loss, tests for various efficacies are not managed under a uniform standard in the whole industry. China’s cosmetics industry urgently needs a set of scientific and efficient standards for efficacy tests.

Drafting work of the Methods was initially led by DaddyLab, a Chinese social enterprise that combined the function of a third-party testing agency and a consumer rights advocacy forum. REACH24H and twelve other national institutions and companies, such as the China National Institute of Standardization, and the Chemical and Material Engineering School of Jiangnan University, participated in the drafting process. The Methods was formulated by a group of specialists and experts and was intended to fill the gap caused by the lack of uniform test standards for seven efficacies (anti wrinkle, firming, moisturizing, oil control, repairing, nourishing, and soothing), especially nourishing cosmetics, for which no previous standard was available at all.
