Eighth Time Present, REACH24H Brings Global Chemicals Regulatory Dynamics to ChemCon Europe 2022
LONDON, July 4, 2022 – The five-day international conference on global chemical management, ChemCon Europe 2022, closed on 24 June in London, U.K., with more than 300 participants from companies, associations, and organizations from all over the world. REACH24H supported ChemCon as a partner for the eighth time, and three specialists from REACH24H presented and addressed topics concerning chemical control regulations in the U.S. & Canada, South Korea, Japan, the Chinese mainland and Taiwan region.

This year, ChemCon Europe 2022 served as an in-person event where delegates and participants could meet other knowledgeable peers face-to-face after it was delayed in 2021 due to the pandemic. REACH24H was glad to be there to connect with representatives from ECHA, EU Commission, industry organizations, and peers from other companies, and took this chance to bring informative presentations and share insights with everyone.
Regulatory Dynamics in Asia-Pacific Regions Brought to ChemCon
ChemCon Europe 2022 featured two sessions on chemical legislation in Asia-Pacific countries and regions. As the first speaker on Day 3 of the conference, Robert Kiefer, general manager of REACH24H U.S. Inc., gave a comprehensive introduction of China’s chemical regulations, including the most concerned ones like implementation of MEE Order No.12 (2020) New Chemical Registration, the Action Plan for New Pollutants Treatment for existing chemicals, and Law on Safety of Hazardous Chemicals (Draft) to replace Decree No. 591, and the new HazChem Registration Online System featuring “One Enterprise, One Chemical Product, One QR Code” to be rolled out nationally in 2022, sharing the latest regulatory dynamics and strategies.

Besides China, South Korea is one of the hottest target markets in the industry as well. K-REACH and K-BPR are two high-profile regulations in the industry.
Seongmin Sohn, general manager of REACH24H KOREA Co., Ltd had his first visit to ChemCon and introduced the implementation and government supporting system under these two regulations. He shared at ChemCon: “Although the Korean government refers to the regulations of Europe, they implement unique regulations such as exemption confirmation clauses and polymer registration to reduce the burden on the industry. Further solutions or guidance are coming out as well.”
He also stressed: “As Korean authority is providing various supportive measures on the industry for regulation compliance and especially K-BPR is just beginning to show its presence, it’s better to keep your eye on in order to utilize such programs to the maximum.”

In the next session, Raeeun Kim, senior technical engineer from REACH24H KOREA Co., Ltd. brought another high-quality speech as she did at previous ChemCons, and this time on the topic of regulations in Japan and Taiwan, China.
She introduced the approved amendment of the Toxic and Concerned Chemical Substances Control Act (TCCSCA) in Taiwan, China, and two key legislations of Japan’s chemical control management system: the Chemical Substances Control Law (CSCL) and the Industrial Safety and Health Law (ISHL). During her presentation, she especially talked about the definition of new chemical substances under CSCL and ISHL, and provided guidance on new chemical notification/confirmations for companies.

GHS and Supply Chain Focused
GHS has been widely adopted in major countries as the main chemical hazard communication system. Focusing on GHS implementation in North America, Mr. Kiefer provided a comprehensive overview and update of the U.S. OSHA Hazard Communication Standard (HCS 2012), as well as the Canadian Workplace Hazardous Materials Information System (WHMIS 2015) and the Hazardous Products Regulation (HPR) on the last day of the conference. Both the U.S. and Canada intend to align with UN GHS Rev 7 and finalize their rules by the end of 2022.
In addition, Mr. Kiefer also chaired a session on Supply Chain Communications which focused on the EU Substances of Concern in Articles (SCIP) database; Poison Centre Notifications (PCN) in the EU & UK; and the EU Sustainable Product Initiative (ESPR).
Overall, REACH24H covered the most topics throughout the whole conference from countries and regions all over the world, which reveals that its expertise and popularity outstood. ChemCon Americas will take place in San Francisco in March 2023, and maybe we will see you there again!
