A Great First Step into Asia Pacific Region: REACH24H’s Malaysia Seminar 2015 Successfully Ended

“REACH24H Kuala Lumpur Seminar 2015” was hosted in Renaissance Hotel Kuala Lumpur by REACH24H and Chemical Industry Council Malaysia (CICM). This one day seminar attracted over 40 attendees and majority of them are regulatory affairs expert or product stewardship from multinational companies with regional office or plants in Malaysia.

The topics delivered including K-REACH, Taiwan New and Existing Chemicals Substances Registration under TCSCA/OSHA, China New Chemical Substance Notification (a.k.a China REACH), China GHS, Hazardous Chemical Registration in China, GHS regulations in various Asia Pacific countries, and chemical regulations in Southeast Asia (Thailand, Vietnam, and Philippines).

The one day seminar introduced two of the latest implemented chemical regulation: K-REACH and Taiwan TCSCA/OSHA. Chemical Regulatory Specialists from REACH24H have specified regulatory framework, data requirements for chemical registration, addressed some common concerns, and provided practical tips for attendees. Basically, K-REACH manages new chemical substances, existing chemical substances and downstream products by prescribing the requirements for registration, hazard evaluation and risk assessment. K-REACH uses the Only Representative (OR) concept and allows non-Korean companies to register through an OR on their behalf. Different to the OR rules under K-REACH, in Taiwan non-Taiwanese companies are not able to obtain registration certificate via a Third-Party Representative (TPR). Both TCSCA and OSHA have mandated chemical registration be the responsibility upon local manufacturers or importers. Leaving out Non-Taiwanese companies as certificate holder indicates central government’s regulatory emphasis swinging to local manufacturers and importers.
