In June 2016, President Obama signed into law the Frank R. Lautenberg Chemical Safety for the 21st Century Act (the Lautenberg Act or LCSA) to amend the TSCA regulation, first established in 1976. The modifications to TSCA strengthened EPA’s authority to manage existing and new chemical substances in commerce. We will be entering the fourth year since the implementation of LCSA in 2020. This webinar will highlight some of the US Environmental Protection Agency’s (EPA) significant accomplishments since the passing of the TSCA reform act and will summarize some of the key items that will be important in 2020.

The webinar will include topics such as new substance notification, Chemical Data Reporting (CDR) requirements, CDR reports of 2020, TSCA’s Active/Inactive inventory (TSCA re-set), regulated chemicals under TSCA, e.g. SNURs and Consent Orders, and TSCA risk evaluation on existing chemical substances.

Shannon L. Gainey, Ph.D.

Technical and Regulatory Director

Shannon has a Ph.D. in chemistry from the University of North Carolina at Chapel Hill and nearly 16 years of experience supporting the regulatory compliance efforts of major chemical companies. She has served both large and small chemical companies in various regulatory roles and is currently Technical and Regulatory Director for REACH24H USA. Prior to joining REACH24H USA, Shannon served in a variety of roles with multi-national organizations, where she supported the global compliance of products in various markets. Shannon has a wealth of knowledge and experience with Global Chemical Control Laws including the Toxic Substances Control Act (TSCA) administered by the US EPA, the Food Safety Modernization Act (FSMA) administered by the FDA and OSHA’s Hazard Communication Standard. Shannon’s global regulatory expertise and strong business acumen afford her a strategic vision to navigate the regulatory and compliance challenges that too often accompany new technologies and growth into new markets.

Willow Wang

Regulatory Consultant

Willow Wang graduated with a master’s degree in plant protection from Zhejiang University. She is now responsible for risk assessment and chemical registration in projects concerning US TSCA and EU REACH, specifically including data gap analysis, registration of lead registrant, preparation of chemical safety reports, development of exposure scenarios, dossier preparation, etc. She also provides solutions to help enterprises cope with up-to-date regulatory changes.

Edward Zheng

Regulatory Consultant

Mr. Edward Zheng is from the Japanese Business Department of REACH24H. He is mainly responsible for consulting affairs concerning chemical regulations in Chinese mainland and Taiwan, and also focuses on other REACH-like regulations. He is experienced in helping Japanese enterprises to deal with various kinds of projects and clients from different industrial and cultural backgrounds.
