European Council Approves CLP Regulation Revision to Enhance Chemical Safety Standards

On October 14, 2024, the European Council finalized the adoption of the revised Regulation (EC) No 1272/2008 on the classification, labeling, and packaging of substances and mixtures (CLP Regulation). This update is a vital component of the Chemicals Strategy for Sustainability under the European Green Deal, aimed at achieving a toxic-free environment.

Key Objectives of the CLP Revision


  1. Enhanced Hazard Identification and Classification:
    • Introduces harmonized classifications for new hazard categories, including endocrine disruptors for human health and the environment (Categories 1 and 2), Persistent, Bioaccumulative, and Toxic (PBT), very Persistent and very Bioaccumulative (vPvB), Persistent, Mobile, and Toxic (PMT), and very Persistent and very Mobile (vPvM).
    • Aligns with the ongoing REACH updates to extend data requirements for identifying endocrine disruptors.
  2. Improved Hazard Communication:
    • Implements mandatory label formatting rules, like minimum font sizes and color requirements, for better readability.
    • Establishes regulations for chemicals sold in refillable containers and includes guidelines for digital labeling and product passports.
    • Permits the use of fold-out labels to support scalability and introduces exceptions for bulk and small packaging.
  3. Closing Legal Gaps:
    • Enforces compliance for online sales with CLP standards.
    • Mandates comprehensive notifications to EU poison centers.

Next Steps


The regulation will be published in the Official Journal of the European Union and take effect 20 days after being signed by the Presidents of the European Parliament and the Council.
