REACH24H KOREA Holds Beauty Media Gathering, Focusing on China Cosmetics

On May 17,2022, a beauty media gathering was held at REACH24H KOREA’s New Office, which was the first press briefing after relocation. Seongmin (Mike) Sohn, the General Manager of REACH24H KOREA, shared the latest updates on China’s cosmetic regulations.

Among the topics addressed during the discussion, one of the hottest topics is the new cosmetic ingredient (NCI). In China, new cosmetic ingredients (NCI) must undergo a registration or notification process to obtain acceptance from National Medical Products Administration (NMPA) before they enter the Chinese beauty market. However, the complexity of registration or notification dossier requirements and the strict implementation of review standards frustrated many companies, bringing a burden to the industry.

 

Mr.Sohn introduced that REACH24H KOREA had been cooperating with major companies regarding Korea’s first NCI case, which would be a significant step in the K-Beauty industry.

 

Besides, efficacy claim is another topic that is mostly concerned. Currently, the submission of efficacy claim data is mandatory, and testing for special functions, such as the whitening effect, is essential to be implemented in designated labs in China. Besides, testing for a few function product categories must be done in China with Chinese cosmetic quality standard testing methods. There have been arguments about whether efficacy-related tests can be done in Korean labs. Now it is clearly stated in the regulation that it is pretty risky to submit data from Korean labs.

 

Mr. Sohn also introduced that safety assessment regulation in China had become mandatory without any exception. “Not only China, but Korean authority is also raising the safety assessment standards and building assessor management regulations, so enterprises need to keep track of regulation changes on both sides,” said Mr. Sohn.
